National Rail Safety Regulator Human Factors Expectations

ONRSR is the Office of the National Rail Safety Regulator in Australia and has published a Major Projects Guidelines. The document provides guidance about duties and regulations and explains the minimum expectations relating to human factors integration. As a minimum it requires:

  • major projects to prepare a human factors integration plan covering all phases of the asset lifecycle
  • a human factors integration plan to consider cognitive ergonomics, for example:
    • human reliability analysis
    • human-system interface assessment
    • risk-based training needs assessment
    • consideration of normal and degraded operations, and
  • major projects to manage and integrate human factors risks in the project safety risk register.
